Dear Sir,

          As the January 15, 2006 Semi-annual Statewide meeting approaches, I am writing to ask you, as counsel for Local 18, to guide me in preparing several motions that I wish to present at this meeting.

Over the years, I have been witness to many different attempts by members to place a motion on the floor only to be ignored or called out of order. I want to make sure that I am in compliance with guidelines that Local 18 By - Laws might have that are outside or contrary to the available guidelines of Roberts Rules of Order.

I have been in contact with the National Association of Parliamentarians and I need to know if the proceedings may be videotaped in the event that a dispute might arise over the actual chain of events that take place at meetings.  Furthermore, since Local 18 doesn’t have an official parliamentarian, I am requesting that Local 18 provide the fee charged by the President of the National Association of Parliamentarians to sit in our meeting and provide guidance when a dispute over parliamentary procedure arises.  She lives in Columbus and is willing to attend for a nominal fee. 

Currently I have not determined what motions I want to present, so I am listing several that come to mind:

          1. A motion that establishes an Ad Hoc Committee of Rank and File members from each District to come up with guidelines that list active veterans who are members and honoring deceased members who were veterans in the official publication of Local 18, the Buckeye Engineer.

          2. A motion to change the order of business so that any guest speakers at any and all union meetings would speak under “Good and Welfare” and at no other time.

          3. A motion to purchase chairs for all District meeting rooms that are comfortable.

          4. A motion requiring that all entities of Local 18 provide electronic copies of all contracts, benefit summaries, by-laws and constitution on the website of Local 18.
