Dear Sir and Brother,
As an Executive Board member of Local 18, I would like to call to your attention that parliamentary procedure is not being observed at General Membership meetings, Executive Board meetings, District meetings or Advisory Board meetings of Local 18 as required in the By Laws of Local 18, ARTICLE XL (page 52) and the International Constitution, ARTICLE XXIV – SUBDIVISION 14 (page105) which both state exactly “Robert’s Rules of Order shall be the parliamentary authority on all procedure not covered by the Constitution, Laws, Rules, Obligation and Ritual of the International Union or Local Unions subordinate thereto”.
I would further
like to call to your attention that ARTICLE XIX, SECTION 14 (page 38) of the By
Laws states that “The presiding officer
may appoint a parliamentarian for any meeting of the Local Union or of the
Local Union’s Executive Board or of any District of the Local Union. The
parliamentarian shall have such duties, responsibilities and obligations and
shall have such authority as is customarily granted to one holding such
office”.
